The EU Governance Assessment scores all 26 member states with sufficient data on democracy, the rule of law and fundamental rights — every year from 2013 to 2025, using the same yardstick for each country.

Erosion is not confined to the east. Italy records the second-steepest five-year fall in the dataset; Romania the steepest. A flat score can hide a great deal — France sits in the lowest concern band through the most sustained government instability of the Fifth Republic.
