EU Governance Assessment — country dashboard

This dashboard translates the EU Governance Assessment (EUGA) index into a navigable, sourced tool for tracking how EU member states measure up against the values set out in Article 2 TEU. Each of the 26 member states with sufficient source data has a complete dossier — trend view, component breakdown, qualitative context and sourcing. The full methodology, including indicator selection, weighting and the signal model, is set out in the accompanying methodology memorandum.

high concern — below threshold (0.60)  moderate concern (0.60–0.75)  low concern (above 0.75)
Sorted by concern level, highest first. Each tile also shows the change over the last five years.
Sources (quantitative layer): V-Dem Liberal Democracy Index and Freedom House Civil Liberties (via Our World in Data), World Justice Project Rule of Law Index. Only member states with all three components available for the selected year are shown. See the methodology memorandum for the full indicator selection, weighting and signal-model rationale.

Certainty rubric: High = primary legal/institutional record (laws, court and tribunal rulings, official EU/UN/government documents, official inquiry reports) or a flagship, methodologically transparent comparative index/monitor (V-Dem, Freedom House, WJP, BTI, EUI-affiliated monitors). Medium = news reporting (including investigative journalism), NGO/advocacy statements and reports, think-tank or policy-institute analysis, non-peer-reviewed academic commentary, and reference works. This distinguishes primary/index-grade sources from credible but secondary or interpretive ones; it is not a judgement on accuracy.
